Assistant Secretary-General of the Shabwa Islah Party: Restriction on the space of civil work is deducting spaces for groups that believe in violence

The Assistant Secretary-General of the Executive Office of the Yemeni Islah Party in Shabwa Governorate, Naji Mohsen al-Sami, said that the war launched by the Houthi coup militia narrowed the workspace of the forces that believe in civil political action and deducted spaces for the benefit of groups that believed in violence.

In an interview with the alislah-ye.net website, al-Sami stressed the need to multiply and revitalize the political life of the various forces, individually or allied.

He stressed that the return of political life is a necessity and not an option, warning at the same time that every land and space not occupied by political action will grow in it projects that are totally incompatible with the values of civil work.

Al-Sami touched on many issues related to the situation in the Governorate and the importance of completing the implementation of the Riyadh Agreement, and unifying efforts to bring down the coup, restore the state and build a federal Yemen.

Interview text:

- - What is the role of the Islah Party in revitalizing political life in Shabwa Governorate?

- Just as the coup and the war launched by the Houthi militia brought down the state, hit the national economy and touched every detail of people's lives, it also harmed political life and civil work throughout the country. It is true that we in Shabwa may be in a better situation because we are in a liberated Governorate and fully under the legitimate authority of the state, but in the end, we are part of a country that is suffering the scourge of this war. Despite all the complexities of the stage, we in the Islah Party have sought to maintain an active presence for political forces in society.

- Is there communication and coordination of the Islah Party with the political parties in the Governorate?

- Yes, we have presence and coordination with various political forces. In April 2019, the formation of a Coordination Council for Political Parties was announced, and a document of principles from which the parties are launched in their work was drafted and there are meetings and coordination on various issues between the political parties in the Governorate.

- Are you satisfied with the level of political performance of the political parties in Shabwa, especially within the framework of the National Alliance of Parties?

- Of course not. What is required is for political parties to perform better than they are today. And political alliances still suffer greatly from weak effectiveness and failure in performance. As I said earlier, the war restricted the workspace of the forces that believed in civil political action and deducted spaces for the benefit of groups who believe in violence and whose composition contradicts the civil values on which political parties rely in their work. What is required is a double performance and revitalization of political life by various forces, whether they are individual or allied.

- How optimistic are you for the return of political life and the consolidation of the values of dialogue and coordination between the political forces in order to restore the state?

- The return of political life is a necessity and not an option. Every land and space that is not occupied by political action will grow in it projects that are totally incompatible with the values of civil work. Every retreat with regard to political action is replaced by sectarian, regional and racist projects. Every lull in the performance of national parties and forces will make the arena vulnerable to these projects, and what is required today is that we all proceed as political forces from a national dimension that senses the danger these projects pose to our present and our future.

- How do you evaluate the performance of women in the Islah Party? What is the expected role?

- Women are present in the institutions of the Islah Party, and the Islah Party has taken positive steps towards empowering women to actively participate in the national work, and perhaps the Islah Party is ahead of others in this issue. Despite the peculiarity of Yemeni society and the level of awareness in it that greatly limits the role of women, the Islah Party has produced an intellectual and cultural product that contributes to empowering women to be active in society and has practiced this in its institutions.

- What is the level of cooperation between the local authority and the political forces in the Governorate?

- The truth is that the Islah Party in Shabwa has sought for many years to maintain a positive relationship with the successive authorities in the Governorate, and this relationship has greatly reflected on the situation in Shabwa Governorate, where many events have been overcome, both in 2011 and before and after, the stage of the war and after liberation and defeat Houthi militia up to what it is today. This positive relationship with the authority served the Governorate a lot and was an important factor that helped stabilize the Governorate at critical stages.

- From your point of view, what are the priorities that should focus on in order for Shabwa to become better on all levels?

This is a very meaningful question, of course. In December 2016, the Islah Party presented the Governorate leadership with a vision of the Governorate's most important priorities in various aspects to make Shabwa better. Also in October 2019, the Islah Party issued an important statement that clarified the position and vision of the Islah Party, which are documents that can be consulted for short on the space of this interview. In general, the priorities are certainly related to adhering to the state’s project as a guarantor of the country from falling, as well as the national construction of state institutions, whether civil or military, rejecting the principle of violence, the need for political parties and forces to play their national role, attention to the development and its projects, and the provision and improvement of services. Shabwa is considered an oil-producing and exporting Governorate, and it is very important to develop this economic activity for the benefit of the Governorate and the country as a whole, operating the Balhaf facility as a strategic economic project, investing in building human beings and paying attention to education, all of these are considered important priorities that the Governorate needs.

 

- The Governorate is witnessing remarkable security stability and development at various levels compared to other Governorates, so what are the foundations that led to this stability?

- The important foundation for this is that Shabwa made its decision to be with the federal project of Yemen under the leadership of His Excellency President Abd Rabbo Mansour Hadi, and it was liberated from the Houthi militia and overthrew the coup against the legitimacy, then it had the will and administration led by the governor, Muhammad Saleh bin Udayo. The Governorate has witnessed stability and development witnessed by all, despite all the difficulties and obstacles, but it is proceeding, thank God, in this way.

- What are the main obstacles facing the Governorate? How do you see cooperation in order to resolve and confront these obstacles?

- The obstacles and challenges are many and great. There are enemies lurking who do not want to see a secure and stable Shabwa and see that there is no place for their projects except in the light of the chaos that they seek to spread. Also, the war casts a shadow over the situation throughout the country, the deterioration of the economic and living situation, the stumbling in government performance and the lack of stability of the government and legitimate institutions in general, which was reflected in the Governorates, including Shabwa. All these and many other difficulties and obstacles, but when there is a will, many of them can be overcome.

- What does the Riyadh Agreement mean for you in the Shabwa Governorate? - How do you read the steps that have been accomplished from the Agreement? What are the risks inherent in not applying the security and military aspect?

- The Riyadh Agreement is a positive step taken by the brothers in the Kingdom of Saudi Arabia to overcome the conflict in the liberated southern Governorates, which began with the war waged by the Southern Transitional Council against state institutions in January 2018, and then the subsequent events of August 2019 in Aden, Abyan and Shabwa. This represented a complete coup against the state and its institutions and a comprehensive war on the legitimacy with all its institutions. With an effort made by the brothers in the Kingdom of Saudi Arabia, a dialogue was sponsored that led to the signing of the Riyadh Agreement and the formation of a government of political competencies, but the unfortunate thing is that the brothers in the Southern Transitional Council sought to obtain political gains from that Agreement and repudiate all obligations, especially the military and security part of it. And the Agreement still faces this disavowal, which led to the government leaving the interim capital, Aden. For us in the Islah Party, we trust in the wisdom and ability of our brothers in the Kingdom of Saudi Arabia to provide assistance in overcoming these obstacles to mobilize all energies towards the first enemy, which is the Houthi group, and behind it is Iran.
